PayPal Terms of Service

Introduction

Ecompay provides professional PayPal payment gateway rental services, enabling online stores to process international transactions quickly, securely, and stably. Our PayPal gateway is compatible with popular e-commerce platforms such as WooCommerce, Shopify, ShopBase, Wix, and BigCommerce. We support you through setup, suspension management, account verification, and customer dispute resolution.

General Terms

Ecompay reserves the right to update, change, or modify the contents of this PayPal Payment Gateway Service Policy at any time. All changes will be published directly on our website. Continued use of our services following these updates constitutes your agreement to the changes. Information on the website is for reference only. Legally binding information used for dispute resolution includes, but is not limited to: Contracts, appendices, memorandums of understanding (MOU), or other official documents signed between you and Ecompay.

Conditions of Use

To utilize Ecompay’s PayPal gateway services, you must be an individual or business entity based in Vietnam with a minimum of one year of e-commerce experience and verifiable revenue. We strictly review all products before approval, which may include a request for physical samples for inspection.

Product Review Criteria:

  • Products must comply with Ecompay’s policies, excluding items such as: weapons, prohibited substances, cosmetics, functional foods, pornographic content, or other inappropriate materials.
  • Production time must not exceed 7 days, and shipping time must not exceed 30 days.

Revenue Evaluation Criteria:

  • A stable operational history with no previous restrictions or bans on other payment platforms.
  • Minimum revenue of $90,000 USD within the last 90 days, verifiable via account statements, gateway reports, or platform sales data.
  • Refund and dispute rates must not exceed 2.5% of total orders.

Service Fees

Service fees are calculated based on the total amount withdrawn from the PayPal gateway to the bank account. Typically, funds are credited to the bank account within 2 business days. Fees are deducted directly before disbursement to you via PingPongX, LianLian, or Payoneer, depending on availability. Disbursement processing takes one business day.

  • Direct Payments: If you use the PayPal balance to pay suppliers, partners, agents, or currency exchangers, Ecompay charges a 5% fee on the total amount sent.
  • Fee Adjustments: After 60 days of contract execution, fees may be adjusted based on sales performance and mutual agreement. Any fee changes will be notified at least 30 days in advance.

Setup Fee

Upon signing the contract, a setup fee of $200 USD is required for account installation and linking.

  • Refund Policy: If you meet your committed revenue target within the first 30 days of the contract, Ecompay will fully refund this setup fee.
  • Termination: If revenue does not reach at least 10% of the committed target within the first 10 days, Ecompay reserves the right to terminate the contract early, and the setup fee will be non-refundable.

Reserve (Held Funds)

To ensure sufficient funds for refunds or customer disputes, Ecompay will hold 10% of the total withdrawal amount for 45 days. If no claims are filed after this period, the reserved amount will be released to you. In cases where PayPal itself implements a 10% to 20% reserve due to unusual account activity (e.g., sudden revenue spikes or delivery suspicions), Ecompay will not hold any additional funds beyond PayPal’s own reserve.

Order Processing and Disputes

  • Fulfillment: Orders must be processed and tracking numbers updated within 3 to 5 business days.
  • Dispute Rates: The dispute rate must remain below 1%. If this threshold is exceeded, Ecompay may adjust service fees. If the dispute rate exceeds 4%, Ecompay reserves the right to cease services.
  • Refund Rates: Monthly refund rates must not exceed 1%. Fees will be adjusted if this is exceeded. Service may be terminated if the refund rate exceeds 4%.
  • Fraud: If fraudulent behavior is detected (e.g., non-delivery or intentional shipping of incorrect products), Ecompay reserves the right to terminate the contract and refuse payment of the remaining balance.

Information Verification

Ecompay reserves the right to request additional information regarding your business model and advertising activities in the following cases:

  • PayPal Notifications: Suspicious transactions, withdrawal restrictions due to fraud, or unusual account activity.
  • Risk Warnings: If more than 20% of transactions are blocked, failed, or flagged as high-risk within a 24-hour window.
  • Payment Gateway Inquiries: When the gateway requires proof of product origin, supplier invoices, shipping documentation, or business contracts. Customers are obligated to provide accurate information. Failure to cooperate may lead to unilateral contract termination without legal liability for Ecompay.

Payment Gateway Risks

In the event of unforeseen issues (e.g., customer claims for non-receipt, delivery delays, or PayPal holds requiring verification), Ecompay will coordinate with you to resolve the issue and recover the account. We will assist in preparing documentation for PayPal’s legal team. However, PayPal’s final decision is binding.

Service Termination

Services will terminate if revenue targets are not met or upon contract expiration without renewal. Ecompay may also terminate the service if contract terms or product/order policies are violated. A minimum of 7 business days’ notice will be provided prior to termination.

Dispute Resolution and Legal

Any disputes arising during the service period shall be settled through mediation to ensure a balance of interests. If an agreement cannot be reached, the dispute shall be brought before a competent Court. The Court’s decision shall be final and binding. The losing party shall be responsible for all court fees and legal costs incurred by the prevailing party.
